Pennsylvania updates insurance laws to use respectful language for disabilities

Rep. Tina Pickett’s legislation to update Pennsylvania’s insurance laws by removing outdated language has been signed into law. The measure, authored by Pickett, who is the Republican chair of the House Insurance Committee, was co-authored with Rep. Perry Warren, the Democrat chair of the committee.

“The Insurance Company Law was enacted in 1921, over 100 years ago,” said Pickett. “I am happy to update terms used in insurance laws to better reflect our values in present day.”

The newly enacted Act 9 of 2025 brings Pennsylvania law in line with modern terminology regarding individuals with disabilities. Previous laws included terms such as “physical handicap” and “mental retardation,” which are now considered outdated. The new law introduces more respectful language like “physical disability” and “intellectual disability.”
