State Representative Clint Owlett and Senator Gene Yaw have announced that Tioga County, along with its municipalities, will receive nearly $6 million in impact fees from the natural gas drilling industry. This announcement highlights the financial benefits derived from local drilling activities.
Rep. Owlett emphasized the significance of these funds for community development: “The impact fee plays a vital role in helping our communities address the impacts of drilling while also benefitting from the jobs the industry creates,” he stated. He expressed satisfaction that these funds are returning to local areas rather than being managed centrally by Harrisburg.
Senator Yaw added his perspective on the broader implications of this funding: “The Impact Fee not only funds critical projects locally but also a wide variety of important environmental projects in communities throughout the state.” He acknowledged the partnership with the natural gas industry in creating employment opportunities and reiterated its importance to Pennsylvania’s economy.
In 2024, statewide natural gas producers contributed nearly $165 million through impact fees, adding up to almost $2.9 billion over 13 years. For Tioga County specifically, more than $2.1 million is allocated to county government, while over $3.8 million will be distributed among various municipalities.
According to Act 13 of 2012, impact fees collected from natural gas companies are primarily returned—60%—to counties and municipalities affected by drilling activities. The remaining funds contribute to a Marcellus Shale Legacy Fund supporting statewide emergency response planning and infrastructure projects such as water system repairs and environmental initiatives.
